Constables

The Twinsburg Township constables were the first law enforcement officers to serve the Twinsburg area before the formation of the village.  The constable was an elected official who appointed deputies to assist him in his law enforcement duties.  The constables were also sworn Summit County Sheriff deputies.  This allowed an expansion of their police powers from the basic ones designated to constables by the Ohio Revised Code.  While the constable's position was paid, most of his deputies were volunteers.  This photo was taken in the late 1940s.

The Twinsburg Police Department was formed on March 4, 1955 when Mayor Alexander Day appointed Glen R. Osborn as chief of police and Otto Charvat as a full-time patrolman.  Chief Osborn had served as Twinsburg Township constable beginning in 1948 and Officer Charvat had served as a deputy constable under Chief Osborn.  They became the first full-time employees for the then Village of Twinsburg.  Chief Osborn's wife, Ruth served as the first dispatcher and records clerk working out of the Osborn's home on E. Aurora Rd.  Since the department had no radio system initially, officers would drive past the Osborn's house while on patrol.  If the porch light was on, the officer knew to stop and pick up an assignment.

By 1961, the department consisted of eight full-time police officers including the chief and two sergeants as well as three dispatchers.  A compliment of auxiliary officers aided the full-timers in their law enforcement duties.  The department was now housed in the basement of the village hall located at 9833 Ravenna Rd. (currently the site of the government offices for Twinsburg Township and the Summit County Sheriff's Office substation).  The station included a dispatch room and a small jail.  

Chief Osborn retired in 1976 after serving 26 years and Donald Prange who was the department's first detective sergeant was appointed the second chief of police.  In 1979 Chief Prange sheparded the department into their current home located in the Twinsburg Government Center.  The new, modern facility houses a larger communications center, records office and ten-cell jail.  In 1982, Lt. Robert C. Knaack became the City's third police chief.  Chief Knaack implemented many new community-based programs such as the DARE program, Block Watch and the Police Explorer Program.

Anthony Frank was appointed the City's fourth chief of police in 1992.  Chief Frank oversaw the largest expansion in the department's history.  During his tenure, the department grew to 35 full-time officers through the use of federal COPS grants.  He also expanded community-based programs to include bicycle patrols, juvenile diversion and the school resource officer program (SRO).  When Chief Frank retired in 2001, Det. Sgt. Richard H. Deal became the department's fifth police chief.  Chief Deal introduced many modern technological innovations to increase the efficiency of the Twinsburg Police Department.

January 2006 began a new era for TPD when Mayor Katherine Procop appointed Christopher J. Noga as the City's sixth chief of police.  Chief Noga had recently served as the department's detective sergeant and he is the first chief to hold a master's degree.  Chief Noga looks forward to leading the department into it's next half-century of service to the people of Twinsburg.
